From August 2026 onwards, packaging that does not comply with the regulation can no longer be placed on the EU market. Additional requirements will be introduced in phases through to 2040.

Packaging and Packaging Waste Regulation (PPWR)

  • New European legislation that sets requirements for all packaging placed on the EU market.
  • Further harmonization of Extended Producer Responsibility (EPR) schemes is expected under PPWR, for example through eco-modulated fees across all Member States.

  • The objective: a common framework for packaging throughout the EU, benefiting both Member States and businesses operating in the European market.


Extended Producer Responsibility (EPR)

  • Producers pay a contribution based on the amount of packaging they place on the market (for example, per tonne of packaging).
  • Responsibility for the collection and recycling of packaging waste lies with the producer, encouraging organizations to reduce waste at its source.

Plastic Packaging Tax (PPT)


  • A tax that specifically applies to plastic packaging that is manufactured or imported (for example, per tonne of plastic).
  • Its purpose is to encourage businesses to increase the use of recycled materials in their packaging.
